Job Overview


  • Drives the Proposals mandate in How Its Done to ensure delivery in all stages of every bid. 
  • Bid Management as required.
  • Coordination with Estimating and the wider Commercial function

General Corporate Responsibilities (5% of role)

  • Liaises with and support the Corporate Audit function as the Proposals process owner for any annual regional proposal related audits.
  • Provides access to required data and ensures that any findings are closed out within agreed time periods between Audit and the Proposals Function.
  • Provides departmental strategic initiatives and supports the monthly Proposals Key Performance Indicators (KPI) reporting process to EXCOM and Bid Focus Screening Matrices exercises for Global Function discussion.

Regional Responsibilities - APAC (95% of role)

  • Responsible for preparation and timely submission of all assigned tenders.
  • Ensures all deliverables are successfully developed and consistent for bid submission.
  • Coordinates with Proposals Manager on workload and resource allocation.
  • Monitors appropriate coordination activities of Proposals and Senior Proposals Specialists as applicable.

Delivery

  • Preparation and timely submission of all assigned tenders.
    • Reviews and understands ITT/ITB requirements.
    • Drafts Summary of Tender Documentation (SoTD) for review and distribution.
    • Prepares Bid Focus Screening Matrix with input from Bid Project Manager.
    • Prepares/Organizes and chairs bid kickoff meeting.
    • Ensures nominations of bid team through functional departments.
    • Prepares bid action list in accordance with ITT/ITB requirements.
    • Reviews technical inputs and execution plans for consistency with agreed upon strategy.
    • Management of Red Team Review Process, Presentations and actions when required per procedure.
    • Management of Qualification Review Process, ensures relevant Qualifications are included for all assigned bids (Technical/Commercial & Contractual).
    • Prepares and chairs risk review (PROM Project Risk and Opportunity Matrix).
    • Reviews basis of bid to ensure alignment with strategy.
    • Manages Area and EXCOM Management Review Process, Presentations and actions.
    • Reviews and participates in qualifications negotiations, internally and externally (Technical, Financial, Commercial & Contractual).
    • Monitor the bid budget and expenditures.
  • Ensures deliveries achieved for bid submission.
  • Provides Bid Action List close out and documentation.
  • Oversees bid submission and subsequent clarifications.

Challenge skill set

  • Develops challenge skills by support of the Bid Team for all functions.
  • Ensures that challenge skills are integrated throughout the cost review process for all functional deliverables:
    • Project Management solution
    • Engineering Solution
    • Procurement and Subcontracts solution
    • Marine Schedules and Delivery
    • Site Construction
    • Hook Up and Commissioning Delivery
  • Participates and supports associated Cost Reviews of for the above deliverables.
  • Ensures Commercial Implications review of pricing forms undertaken by the Estimating function.

  • Monitors and coordinates any clarifications post award on qualifications and pricing, to include:
    • Financial Cash flows, bond and Guarantees

Coordination

  • Organizes and chairs/co-chairs strategy/PEER reviews and cost reviews.
  • Provides pre-and post-tender submission clarifications/addendums etc.
  • Challenges inputs of:
    • Project Management solution and cost
    • Engineering Solution and cost
    • Procurement and Subcontracts solution and cost
    • Marine Schedules and Delivery and cost
    • Site Construction and Costs
    • Hook Up and Commissioning Delivery and cost
  • Reviews basis of bid to ensure alignment with strategy.
  • Collaboration with Estimating to ensure timely inputs to develop sound cost base from functions
  • Qualifications (Technical/Commercial & Contractual).
  • Development of Lessons Learned for bid submissions and the bid process for wider cascade to the business via the Estimating and Proposals Managers and required close out actions if any.
  • Financial requirements/Bonds./Performance/Parent Company Guarantees.
  • Tax and tax comments (Bidding entity).
  • Cost of money requirements/FOREX exposure.
  • Payment terms and projected cash flow.
  • Price form for submission.

Business Expertise

  • Applies firm understanding of companys business to improve cost base effectiveness and improve competitive proposals.

Experience

  • 7 to 10 years industry experience along with Commercial/ Tendering experience

Education

  • Bachelors Degree in a relevant discipline

Additional

  • Ability to work as a team member as well as act as team leader.
  • Maintain key competencies associated with the Proposals function.
  • Communication and presentation skills, both written and spoken.
  • Computer literate on Microsoft programs: Word, Power Point, Excel, Visio.
